The following map shows light intensity distribution on local area around the site. Mostly residential areas are bright during nights and commercial focal points are not crowded and probably consequently they don't have attractive lighting.

light-artists
David Batchelor's works, which depicts light spectrum in Xmas lighting and different installations from Washington to Barcelona. His work Ten silhouettes in London underground station can clearly show changes in mood while passing by them.

I also found Carlo Bernardini's works very inspiring specially in designing light for landscape. Lighting in landscape is not limited to post lamps or lights along a road. to making new spaces, it's better to use sculpture lights.

A new concept?
I looked at Marconi Site and the paths around it and also local built form. The site has the potential to be a landmark for the town and also a connection between railway station, ARU and High Street. Based on the bright history of the site, and considering different layers of geology, landform, land use, history and the like, there are many aspects of development. And on the other hand, the site's lighting problem- as it is been dark for 3 years to say the least- provides the potential of creating innovative lighting on paths and new buildings on site, as I'm going to remove most derelict buildings of site. So I think light spectrum shows this issue clearly, as follows:
the white light (the current situartion of the site), by passing through a prism (design process?!) can be seen in different colours (different layers of identity of the site after designing the masterplan).
Moreover I looked at some pshychological aspects of colours and lights. As i said before, I looked at some artists' works, Dan Falvin, Tadao Ando, Anish Kapoor, Olafur Eliasson, Carl Bernardini, James Turrel and Martha Shwartz, to name a few.

Lighting up- the phenomena
Currently I'm working on an urban project in Chelmsford, Marconi site.
I thought the site basically needs lighting up, in an efficient way. So I'm looking at artists who have worked on light installations and lights in different colours. I've looked at some works by Tadao Ando, Anish Kapoor, David Batchelor and Dan Flavin.
Dan flavin:
Anish Kapoor's installations are not mainly about lighting up at first sight, but as these examples have a reflective surface, they work great in urban open space:

As we move through a place with different colours around us, we'll probably experience different emotions unconsciously. Looking at colour wheel may show how different we feel by different colours. For instance yellow attracts eyes, making people feel hungry(!!!) or light purple is mostly known for its spiritual characters.
